About the Department
The Property Development and Management Department is a specialised commercial team that manages the business of Property for Penrith City Council. We work hard to realise the potential of land and infrastructure by developing land for housing, business and industry which builds social and economic prosperity for Penrith’s communities. The position of Development Manager, reporting to the Program Manager – Property Projects, will provide you with an opportunity to join a highly motivated team, develop your knowledge base and grow your corporate career within Council and the Property Development Industry.
These two roles will be separately delivering on Federal Government investment commitments made through the Urban Congestion Fund to invest in commuter car park upgrades that encourage greater use of public transport. Both Commuter Car Park Projects will support public transport usage and efficiency by improving park and ride facilities in the Kingswood Station, and the St Marys Station locations.
About the Role
We are currently seeking two Development Managers to join our team on a full-time basis for a period up to three (3) years. In this position, you will be responsible for the planning, development and delivery of various land development projects within approved limits.
The Development Manager is a key role within the Property Development team responsible for the delivery of quality development projects that align to superior, sustainable ‘place making’ outcomes. Together with the Program Manager and Senior Development Manager you will work with a range of stakeholders to plan and deliver property development projects.
Leading projects through the full development project lifecycle, (including acquisition, planning, development, financial control, marketing, leasing and sales), the role also includes coordination of team members and project teams. You will also demonstrate an innovative and adaptable approach that supports the achievement of Council’s vision to achieve excellence in sustainable property development and management.
About You
You are a hands-on technical expert with experience in the delivery of commercial infrastructure or construction. You will have a track record of identifying new and innovative approaches to project management; commercial management; procurement; industry engagement; project scheduling or project management and be able to provide value-add contribution to the Penrith City Council Property Department and other key stakeholders.
You will be confident working independently and will provide coordinated oversight of the Government’s investment into these infrastructure projects. The role will liaise with other government agencies to ensure accelerated pre-investment approvals, planning approval pathways, procurement and delivery mobilisation and construction.
Essential Criteria:
- Extensive experience and a tertiary qualification in project management, development management, property economics, planning or related field.
- Commercial infrastructure and / or construction experience.
- Demonstrated successful experience in managing complex land and property development projects including: investigating land development opportunities, planning processes, financial management and budgets, project delivery, specialist contract management and stakeholder and community engagement.
- A class C drivers licence.
Desirable Criteria:
- Postgraduate qualification and evidence of ongoing professional development.
- Experience in the delivery of property development projects in a government environment.
Commencing Salary: $100,282.00 - $116,080.00 per annum, plus 9.5% superannuation
