Here’s what you’ll be up to…
We’re looking for an experienced leader to oversee the strategic delivery of Penrith’s capital works program. As the Head of Capital Projects, you will manage a large, multidisciplinary team and drive the design, development and delivery of major infrastructure projects that directly benefit our community.
In this role, you will:
- Lead the end‑to‑end management of complex, multi‑million‑dollar capital projects to time, cost and quality expectations.
- Oversee project governance, contract management, risk, quality and financial performance across the department.
- Oversee and manage the development and implementation of a complex pipeline of capital projects.
- Champion design excellence, innovation and best practice in project delivery.
- Collaborate across the organisation and with external stakeholders, working as one team to deliver high‑value outcomes for our City.
This is a permanent leadership role reporting to the Director – Asset Services, guiding key leaders including the Delivery Program Manager, Project Lead, and Project & Business Support Lead.

What are we looking for?
We’re seeking someone who brings:

- Extensive experience in managing complex capital projects and navigating technical, commercial and contractual matters.
- The ability to develop, manage and deliver a pipeline of complex projects.
- A collaborative, solutions‑focused mindset with the confidence to advise, negotiate and influence at senior levels.
- The ability to deliver high‑value community infrastructure while balancing risk, timelines, cost and stakeholder expectations.
The must-know bits
You will be required to undertake employment checks, which may include a Criminal History Check, Qualification Check, Working with Children Check, Medical Declaration and/or a Functional Test, as relevant to the position for which you have applied.
Where a Criminal History Check is required and has returned a result that indicates disclosable court outcomes, you will be required to provide a copy of the report to Penrith City Council, for review, to progress through the recruitment process.
